Once per turn, during either player's turn, if your opponent activates a monster effect: Negate the effect, and if you do, decrease the positive indicators of all monsters your opponent controls and increase the negative indicators of all monsters your opponents control by 2 and decrease their ATK and DEF by 300 each. (A monster's positive indicator cannot be reduced lower than 1 by this effect, and a monster's negative indicator cannot be increased above -1 by this effect.)
